'No stopping it'; surge inundates 4 northern NJ towns

TETERBORO, N.J. ? Residents of four northern New Jersey towns inundated when a levee failed to hold back Sandy's storm surge said Tuesday that they were terrified to see a torrent of water racing through their streets.

"Around 10 p.m. (Monday) water just started rushing down the street ... there was no stopping it," said Stefania Davi, 34, of Little Ferry, one of the four Bergen County boroughs hit by the floodwaters. Two hours later, it burst through the family's garage door. "We're doomed," Davi remembered thinking.

Davi, a mother of three boys, and her husband, Salvatore, were among hundreds of residents of Moonachie, Little Ferry, South Hackensack and Hackensack drying out and trading hugs and tears early Tuesday at the Bergen County Technical High School in Teterboro.


There also were tales of dramatic rescues.

Frank Lofaro, 32, said he jumped on his Jet Ski to help ferry about a dozen of his neighbors in Little Ferry to waiting rescue boats.

"We'll do our own share," he remembered thinking, though he acknowledged he was scared piloting the personal watercraft through the water.

He also used the Jet Ski to take his wife, Angela Valenta, 37, their two children and their 5-year-old dog, Lucky Leo, to the rescue boats.

Valenta said her son, 9-year-old Angelo, was crying during the flooding.?"He kept saying, 'Am I going to die?'" she said.

There were conflicting accounts on whether the levee protecting the towns broke or was overtopped.?

The National Weather Service?issued a statement Tuesday morning saying that?"portions" of the towns were submerged after the levee broke.?But Jeanne Baratta, a spokeswoman for Bergen County Executive Kathleen Donovan,?said the flooding occurred after the swollen Hackensack River overflowed its banks.

She told the?New Jersey newspaper, The Record?that the towns, along with parts of Carlstadt, had been "devastated" by the flood of water. And she?said that as many as 1,000 residents had to leave their homes and that people in a trailer park had to climb onto the roofs of their trailers to await rescue,?NBCNewYork.com reported.

Among those evacuating residents were members of an extended family from the area with a military-style transport cargo truck. By mid-afternoon, they had ferried an estimated 275 passengers, including pregnant women, young children and pets, to the shelter in the truck,? which had rubber bats and lights inside from recent duty as a Halloween ride.

During a trip into the flood zone residents waved the truck down as it plowed through several feet of standing water, or simply waved and cheered the crew on.

"People in need, that's what we're all about," said John Mercadante, 47, president of a medical imaging center in Clifton.

One of those they plucked up from their flooded doorstep was Russell Gassler, 56, and his mother, Claire, 80. The younger Gassler, a driver for a paint business, said his street was "bone dry" until the water started "raging" down it.

"It just came, the waves," he said. "I just couldn't believe it."

Little Ferry Mayor Mauro Raguseo, who was greeting fellow residents at the Teterboro shelter, was unable to shed any light on the cause.?"All we were told is that it's a levee problem," he said.

Raguseo said that rescues were continuing early Tuesday afternoon.

"I'm just concerned at the moment for the people that are still in their homes," he said.

Davi and?her husband and three boys watched nervously through the night, "just praying and praying" as the floodwater lapped at the threshold of their raised first-floor living quarters.

It never came in, though, before the family was rescued by boat early Tuesday, along with their 2-year-old Cocker Spaniel, Rosie.

Davi, who was able to grab some family photos and computers before climbing into the boat, said she was feeling optimistic that her family would soon be back on its feet despite the ordeal.

"Today's a new day and tomorrow will be another one," she said. "I survived cancer. I can survive a flood."

But Mayor Raguseo said he was among the residents to feel the Sandy's full sting.

"I've lost everything as well,? he said of the home that he moved into six months ago. "It's just devastating."?

Why Most Social Networking Projects Fail In The First Six Months ...

A lot has changed in businesses? attitude towards social networks over the last few years. Not so long ago, senior managers were terrified of company secrets being divulged on Facebook and Twitter, and perceived internal use of social networking to be nothing more than a waste of time, a haven for office gossip.

Now, it is companies without an established presence on public social media that are the exception, and more and more businesses are exploring the benefits of social networking inside the company firewall.

This change of heart is undoubtedly driven by compelling statistics proving the benefits of employee social networks. A recent report from McKinsey Global Institute (MGI) estimates that social networking could potentially contribute between $900 billion and $1.3 trillion in annual value in just four industry sectors.

And whereas most business use of social networking so far has been external-facing, the MGI report finds that two thirds of that the potential value lies inside the company. It estimates that the use of social tools to enhance communications, knowledge sharing and collaboration can enhance the productivity of high-skill knowledge workers by 20-25%.

Yet the harsh reality is that many internal-facing enterprise social networking projects fail in their first six months. It is often tempting to blame these failures on the tools used, but with some companies suffering repeated failures on different technology platforms, it is clear that blaming the tools is often just a convenient excuse for wider organisation failures.

One of the most common reasons for failure of an employee social networking project is a lack of clear purpose for the network created. There was, for a time, a school of thought that said the best social projects were ones driven from the ground up ? groups of employees choosing to use a tool, with use then expanding virally throughout the company.

This approach is largely discredited now, because while it is sometimes very effective at getting a social network started, these networks often have no established business objective and usage fizzles out.

Charlene Li of Altimeter Group describes in her report Making The Case For Enterprise Social Networks how ?the reality of everyday work? catches up with employees and they are drawn away from the social network back to their ?day jobs?, where they fall back in established working and communication patterns. Or, alternatively, without clear business objectives, the network degenerates into a chat room for gossip and trivialities ? everything senior management feared would happen.

Some of the blame for this can be attributed to social software vendors who encouraged this bottom-up adoption because it was seen as an easy way to get embedded in a business ?under the radar? without being noticed by management. Also, many vendors described employee social networks as ?virtual water coolers?, reinforcing the impression that this was a place for side conversations, not for real work.

These days, it is much less common to hear proponents of the grassroots establishment of a virtual water cooler. Instead, it is increasingly accepted that for a social network inside a company to succeed, it needs clearly defined business objectives and approval from senior management. It needs to be a place where real work gets done, with the social environment providing richer communication and collaboration capabilities for business processes that you would have been working on anyway.

But this highlights another common cause of failure. For a social network to add real value to the processes it is hosting, employees need to take advantage of the opportunities that the social environment presents. They need to change from the traditional knowledge-is-power, need-to-know mentality to a need-to-share attitude where they embrace the opportunity the social network presents to share their knowledge.

This shift in approach can be characterized as moving from a ?push-based? information flow to a ?pull-based? flow. Most businesses are totally dependent on email as their primary mechanism for distributing information. Email is the archetypal push-based tool, where the sender chooses who receives the information they are sending.

Anyone who is missed off the cc list may never discover what they have missed; anyone who is included in the discussion against their will struggles to extricate themselves from it. Using a social network for communication establishes a pull-based flow of information, giving the information consumer the opportunity to choose what to receive based on activity stream preferences.

For many organisations, this sort of cultural change is a far greater challenge than choosing the right tools and gaining management approval. It requires genuine leadership, with senior managers setting an example to their departments about how it is no longer acceptable to hoard knowledge. This is a change that many managers struggle to make, but if they don?t do it themselves, they are unlikely to convince their departments to.

'Sinister' is made even spookier with its unnerving soundtrack

As a huge fan and collector of movie soundtrack and scores, I know what I am going to hear instrumentally: a finely tuned orchestra performing (hopefully) memorable music that conveys the mood and actions of the movie it's accompanying. However, the soundtrack to the movie "Sinister" totally breaks the mold, and I mean that in the best possible way.

The film, which stars Ethan Hawke and is currently in theaters, is about a true crime novelist (Hawke) who discovers a box of mysterious, disturbing home movies that plunge his family into a supernatural nightmare. The soundtrack is by composer Christopher Young, who has over 100 soundtracks to his credit, including "Spider-Man 3" and the horror film "Drag Me to Hell." Young explains in the CD?s liner notes that he usually uses an orchestra, but with "Sinister," he composes his first all-synth/sound-design-based score.

His score hits all the right notes (pun intended), creating a tense, unnerving atmosphere which is perfect for a horror film. The mood is struck immediately by the first track, "Portrait Of Mr. Boogie," and carries through to the end of the CD. Strange synthesizer noises combined with loud percussion and abrupt stops and starts means that one doesn?t know what to expect next. Track three, "Leventation," is my favorite ? with its distorted voices and whispers, it is some of the scariest music I have ever heard.

The CD, released by Var?se Sarabande, is out just in time for Halloween. This is a must-have for any horror fan and the perfect music to have playing in the background as you pass out candy to the costumed kids.?

The Customer Service Divide: Social Media vs Telephone ...

I had two experiences this year that has left me concerned about the ethical operations of companies and how they approach customer service. Mainly the type of customer service it seems you receive if you go by the proper channels, and that you receive when you go via a social media channels and start throwing your toys out of the pram.

I?ve not been one to get stung by bad customer service often to have to deal with it; it has mainly been something I have read about, rather than had a personal experience of. I understand there are genuine slip-ups; mistakes happen, things are overlooked or forgotten about. They shouldn?t happen, but they do, and businesses/employees learn by their mistakes.

Both of the following incidents were first dealt with by my girlfriend (who made the orders) using the telephone numbers for customer services, which then led to me complaining via Twitter about their failures, i.e., I started throwing my toys out of the pram.

I don?t want to make a habit of complaining about companies on Twitter, but it frustrates me seeing a company give poor customer service via telephone, and yet suddenly take action when I mention their shortcomings on Twitter. I know social media is a good leveraging tool when a company fails to provide customer service, though it shouldn?t have to be that way.

The Delivery Company

We had ordered some dog food and my girlfriend was at home until the reasonable hour of 4pm waiting for its delivery. Later she received an Email saying that they had tried to deliver but no one was at home. Fair enough, sods law, stay in all day nearly and then they (supposedly) attempt delivery ? no calling card was left, just an email. The problem was the email gave an incorrect 8 digit reference number made up completely of zeros. This was, as you can guess, not being accepted when entered into the automated telephone system or on their website.

With no direct easy way to get hold of the delivery company my girlfriend fired off an email to the dog food supplier. They reported that the delivery company said that one of the two parcels was ?stuck? (their words not mine) and the other one would be delivered the next day ? whilst no one was at home.

So I made my tweet complaining about the error, tagging the delivery company name, and sure enough I had a response asking for details. There was no way to directly communicate with anyone when my girlfriend called by phone, but here was another real human being willing to help out in some form just because I was making a statement on Twitter.

The Florist Company

The girlfriend had ordered flowers for a friend who had an operation soon after giving birth to a baby boy. Thankfully it wasn?t long till she was back home and my girlfriend thought some flowers as a surprise would be nice. We enquired with her partner if the flowers arrived after not hearing from her after a few days and sure enough they hadn?t been delivered.

When my girlfriend rang the company, they confirmed they had not been delivered, and offered her a complementary redelivery or a refund. When she enquired about the ?complementary redelivery? it turned out that they wouldn?t refund her and redeliver, but simply deliver the flowers late that she had paid for! So my girlfriend requested a refund after pointing out that the redelivery was not exactly complementary, and there was my second statement via Twitter of rubbish customer service.

This time I was given a URL by the flower delivery company?s Twitter profile to fill out a form. So I passed the details on even though my girlfriend had already organised a refund. For her troubles they called her and offered to deliver the flowers for free and got back to me on Twitter saying it had been resolved.
Here is what my girlfriend had to say when I forwarded the tweet to her:

?Ha ha that was quick. She was nice on the phone and are going to send flowers to [friend?s name] yay. That is what should have happened in first place though. Twitter complaining is weird.?

Customer service via social media

Yes, complaining on Twitter is weird. Surely a company should always try and do its best to resolve things before it gets to the stage of anyone complaining on Twitter to make things right. By telephoning customer services the issues should have been resolved in the first place.

It?s not like I have a big following of people on Twitter who are interested in flowers, but meanwhile my girlfriend works alongside many women in a NHS laboratory, the exact demographic that they would love to be targeting on social networks. Do they think my girlfriend is recommending their service after they forgot to deliver the flowers, and then offered to just deliver them late without a refund?

Why do companies have this divide between how they treat their customers on the phone and on social media? Having worked a number of years face-to-face in retail with customers, I believe companies should do their best every time so there are no second choices.

Maybe it?s a financial thing; don?t bend over backwards for all customers due to costs of compensating them? That?s a false economy in itself, especially when the business is in the wrong.

Pay attention to social media complaints

What happened about our dog food delivery? We ended up driving to the depot and demanding our box (which they had sat there) because no one rang back to follow-up what was happening ? even after speaking to a person on Twitter. I hazard a guess that they have a major customer service problem that can?t be fixed by social media alone.

Yes, it?s good that your company may be paying attention to social media channels for customer service issues, but it?s only as good as the customer service that you provide in the first place. You need to make sure that you have a system to follow-up that the issue is resolved so it does not slip through the cracks again.

Precisely targeted electrical brain stimulation alters perception of faces

In a painless clinical procedure performed on a patient with electrodes temporarily implanted in his brain, Stanford University doctors pinpointed two nerve clusters that are critical for face perception. The findings could have practical value in treating people with prosopagnosia ? the inability to distinguish one face from another ? as well in gaining an understanding of why some of us are so much better than others at recognizing and remembering faces.

In a study to be published Oct. 24 in the Journal of Neuroscience, the scientists showed that mild electrical stimulation of two nerve clusters spaced a half-inch apart in a brain structure called the fusiform gyrus caused the subject's perception of faces to instantly become distorted while leaving his perception of other body parts and inanimate objects unchanged.

The surprised reaction of the subject, Ron Blackwell of Santa Clara, Calif., is captured in a video made during the procedure. "You just turned into somebody else. Your face metamorphosed," he tells the researcher in the video.

Blackwell, who is now 47, was undergoing medical treatment under the direction of Josef Parvizi, MD, PhD, associate professor of neurology and neurological sciences at the School of Medicine, whose lab collaborates with that of Kalanit Grill-Spector, PhD, associate professor of psychology at the School of Humanities and Sciences.

The face Blackwell was looking at was Parvizi's. "Ron didn't see my face vaporize or go blank. Instead, it just seemed to warp before his eyes," Parvizi said.

In 2010, Grill-Spector and then-graduate student Kevin Weiner (now a postdoctoral researcher in Grill-Spector's lab and a co-author of the new study) discovered that the fusiform gyrus contains two nerve clusters (designated as pFus and mFus) that respond more strongly to faces than to hands, legs, cars, guitars, flowers or buildings.

Grill-Spector's lab has been studying the fusiform gyrus' role in face recognition as well as in prosopagnosia or "face blindness," a condition made famous by neurologist and author Oliver Sacks, MD, who himself suffers from it. People with prosopagnosia simply cannot distinguish one face from another, although all other aspects of their vision and visual-information processing are normal. Some people, like Sacks, are born with the condition while others acquire it as a result of an injury to the fusiform gyrus, Grill-Spector said.

"We can learn a lot about the function of different brain regions by studying these disorders and relating them to the anatomical sites where brain damage has occurred," she said. "But the injuries vary a great deal from one affected person to the next, and they are typically not confined to the fusiform gyrus. This limits our ability to localize a particular deficit to a particular brain site."

Blackwell's arrival at Stanford Hospital & Clinics, along with a generous slice of serendipity, allowed the Stanford doctors to conduct the first-ever study of the fusiform gyrus combining two imaging techniques (fMRI and electrocorticography, or intracranial recording) and electrical brain stimulation. The result was the first-ever proof that appropriate activity in the two nerve clusters, pFus and mFus, was critical to face recognition.

Blackwell had time on his hands. He was spending a week in a bed at Stanford Hospital with a packet of electrodes snugly abutting a part of his brain that doctors believed might be the initiating site, or focus, of his epileptic seizures. These seizures, which he'd been experiencing since age 11, had been well-controlled by drugs. But by late 2010, his medication was failing.

Blackwell was married and the father of two young girls. "It wasn't just me anymore. I didn't want to be vulnerable to disorienting episodes that could occur at any time of the day or night," he said. Referred by his primary physician to Parvizi, he learned of a medical procedure that might provide relief.

Epileptic seizures are, at root, electrical storms triggered when a short circuit at one small spot within the brain, called the focus, causes waves of electrical activity to spread throughout the organ. (The exact location varies from patient to patient.) Most of the time seizures can be controlled with medication. When they can't, one proven treatment involves a surgical procedure in which a portion of the patient's skull is temporarily removed, allowing access to the surface of the brain near the spot thought to be responsible for initiating the seizures. A packet containing numerous electrode leads is placed near the brain's surface, with each electrode acting like a separate stethoscope monitoring the collective electrical activity of perhaps a half-million nerve cells. (That's a drop in the bucket, considering that a healthy human brain contains 200 billion of them.) The patient remains off medication for several days, eventually culminating in the onset of seizure activity and allowing the neurological team to identify the focus. Surgeons may then be able to excise just enough brain tissue to halt the cycle of self-propagating electrical activity ? in effect, pulling out a fuse in order to break the short circuit ? without affecting any important brain functions.

In September 2011, Blackwell was set to undergo the weeklong monitoring procedure. Based on a thorough neurological workup, electrodes were placed on the surface of a brain region that included the fusiform gyrus, a structure roughly the shape of a hand-rolled cigarette, on the underside of the temporal lobe.

Electrical brain stimulation requires the flow of electricity from one electrode across a small patch of brain tissue to another electrode spaced 1 cm away. It so happens that pFus and mFus, which account for perhaps one-quarter of the fusiform gyrus' bulk, are also 1 cm apart. By fate, two of the inserted electrodes had been positioned almost precisely above the anatomical centers of pFus and mFus in Blackwell's fusiform gyrus, forming a pair that enabled Parvizi to apply the stimulation directly to the two sites simultaneously at the touch of a button.

Doing so instantly altered Blackwell's perception of Parvizi's face. "You almost look like somebody I've seen before, but somebody different," he reported. "... You were someone else. Your whole face just sort of metamorphosed ... it's almost like the shape of your facial features drooped."

When the stimulation was halted, the distorted image of Parvizi's face immediately reverted to the normal one, Blackwell reported. Neither sham stimulation, in which a button was pushed but no actual electrical impulse was delivered to pFus and mFus, nor stimulation of nearby sites via other electrode pairs had any effect on Blackwell's face perception. Stimulating pFus and mFus caused no distortion of other objects in the room, he reported.

Throughout this procedure's duration, Parvizi didn't know what to expect. "I was as surprised as the patient was when he suddenly saw my features seem to melt," Parvizi said.

In a follow-on imaging study of Blackwell's brain using a high-resolution fMRI technique that could discriminate among locations as little as 1.8 mm apart, Grill-Spector and her students confirmed Parvizi's findings. Blackwell's pFus and mFus clusters responded with heightened activity to images of faces, but not to those of hands, feet, flowers, cars, guitars, cars or houses.

The Stanford team of neurologists succeeded in locating the focus of Blackwell's seizures, but decided that removing it would be risky because it was too close to other key parts of the brain. But oddly, since the removal of the electrodes, his medication seems to be working again and his seizures have inexplicably abated to a significant extent, for which he thanks God, he said in a recent interview.

With reference to the report Med admission: Students up in arms against ?unfair? samiti, I am a parent of one of the students who have been affected by the undue delay by the Pravesh Niyantran Samiti (PNS). On this Samiti are IS Chahal, IAS, member secretary and secretary, Medical Education and Drugs Department, Dr (Prof) Arun Jamkar, member and vice-chancellor, Maharashtra University of Health Sciences, Nashik, Dr Ravi Bapat, Dr MS Kekre and justice DK Deshmukh (Retd) who is chairman of the Samiti. They should have taken up the matter at the meeting which was held on September 28. However, Dr Jamkar was absent from that meeting and another held on October 22. Since Chahal was also absent on Monday, the chairman decided to postpone the decision to the next meeting scheduled for November 2. This effectively leaves the students and their parents nowhere. Private medical colleges started their MBBS courses in mid-September and if a decision is made next month, a huge portion would have to be covered by students who have missed out on classes. Some of the students took admission to non-MBBS/dental courses elsewhere for which the cut-off date is October 31. So if a decision is made on November 2 and these students surrender their seats after October 31 they would have to forego the entire amount which they paid as fees and the institute would not be able to fill up the seat after the cut-off date. There are some students who have not taken admission anywhere and are awaiting the PNS judgement. Therefore, on behalf of the aggrieved parents whose children have been denied MBBS/BDS seats on merit, I urge the state government to intervene and resolve the matter on a priority basis before October 30.

Parenting and temperament in childhood predict later political ideology

Political mindsets are the product of an individual's upbringing, life experiences, and environment. But are there specific experiences that lead a person to choose one political ideology over another?

New research from psychological scientist R. Chris Fraley of the University of Illinois at Urbana-Champaign and colleagues suggest that parenting practices and childhood temperament may play an influential role. Their study is published online in Psychological Science, a journal of the Association for Psychological Science.

Existing research suggests that individuals whose parents espoused authoritarian attitudes toward parenting (e.g., valuing obedience to authority) are more likely to endorse conservative values as adults. And theory from political psychology on motivated social cognition suggests that children who have fearful temperaments may be more likely to hold conservative ideologies as adults. Unfortunately, almost all of the existing research looking at these two factors suffers from significant methodological shortcomings. Specifically, the majority of this research has been retrospective?relying on adult's recollections of their early temperaments and their early caregiving experiences.

To better understand the developmental antecedents of political ideology, Fraley and his colleagues examined data from 708 children who originally participated in the National Institute on Child Health and Human Development's (NICHD) Study of Early Child Care and Youth Development (SECCYD).

When the children in the study were one month old, their parents answered questions from the Parental Modernity Inventory. Fraley and colleagues used their responses to determine the degree to which the parents demonstrated authoritarian (e.g., "Children should always obey their parents") and egalitarian parenting attitudes (e.g., "Children should be allowed to disagree with their parents").

The dataset also included mothers' assessments of their children's temperaments when they were 4.5 years old, using questions from the Children's Behavior Questionnaire. From these assessments, the researchers identified five temperament factors: restlessness-activity, shyness, attentional focusing, passivity, and fear.

Consistent with theory from political psychology, Fraley and colleagues found that children with authoritarian parents were more likely to have conservative attitudes at age 18, even after accounting for their gender, ethnic background, cognitive functioning, and socioeconomic status. Children who had parents with egalitarian parenting attitudes, on the other hand, were more likely to hold liberal attitudes as young adults.

In terms of temperament, children with higher levels of fearfulness at 54 months were more likely to be conservative at age 18, while children with higher levels of activity or restlessness and higher levels of attentional focusing were more likely to espouse liberal values at that age.

The researchers argue that their work has wide-ranging implications for understanding the variation in political orientation. According to Fraley, "One of the significant challenges in psychological science is understanding the multiple pathways underlying personality development. Our research suggests that variation in how people feel about diverse topics, ranging from abortion, military spending, and the death penalty, can be traced to both temperamental differences that are observable as early as 54 months of age, as well as variation in the attitudes people's parents have about child rearing and discipline." They believe that an important direction for future research will be to delve deeper into exploring the underlying mechanisms ? including shared genetic variation and parent-child conflict ? that might link parenting attitudes and temperament to later political ideology.

"We hope that this work will help enrich theory at the interface of political and personality science but also underscore the value of studying these issues from a developmental perspective," the authors write.

The statement: Obama cited a case in which the Chinese "were flooding us" with cheap tires. "And we put a stop to it and as a consequence saved jobs throughout America. I have to say that Gov. Romney criticized me for being too tough in that tire case; said this wouldn't be good for American workers and that it would be protectionist," Obama said.

The facts: In 2009, the Obama administration sought tariffs against China for dumping tires into the United States. The World Trade Organization upheld the tariffs.

On its website, Romney's campaign cites where the Republican candidate addressed the case in his 2010 book "No Apology."

"President Obama's action to defend American tire companies from foreign competition may make good politics by repaying unions for their support of his campaign, but it is decidedly bad for the nation and our workers," Romney said. "Protectionism stifles productivity."

The result was indeed inherently protectionist, according to Douglas Paal, vice president for studies at the Carnegie Endowment for International Peace.

"It means it will raise prices for American consumers on tires, both domestic and imported," Paal said.

But the case was a minor one in the overall scheme of things, he added. Both sides have engaged in such symbolic activity, "but neither is willing to take action that would seriously affect economic relations between our two economies," he added.

CNN Fact Check: Comparing costs of Iraq, Libya missions

The subject of China has been raised over and over again during the campaign, with each candidate accusing the Chinese of stealing American jobs through unfair trade practices.

In broad terms, both men offered similar views, even using some of the same language:

"China is both an adversary, but also a potential partner in the international community if it's following the rules," Obama said. "So my attitude coming into office was that we are going to insist that China plays by the same rules as everybody else."

"They're making some progress; they need to make more," said Romney, who vowed to label China a currency manipulator on his first day as president. "They have to understand we want to trade with them. We want a world that's stable. We like free enterprise, but you got to play by the rules."

First, has China really stolen U.S. jobs? The numbers say yes. Since China entered the World Trade Organization in 2001, the U.S. trade deficit with China "eliminated or displaced more than 2.7 million U.S. jobs," according to a report published in August by the Economic Policy Institute, a nonpartisan think tank.

The primary category from which jobs have been lost has been in the manufacturing sector.

The candidates have complained because, while the United States allows the free market, in large part, to dictate how much a dollar is worth and how much people will be paid in the United States, China uses its power to keep wages low.

CNN Fact Check: Obama's apology tour?

So, while the Bureau of Labor Statistics says the average employer has to pay about $35 per hour in salary and benefits to hire a worker on a production line, a Chinese factory pays only about $1.36 per hour for the same work.

In response, many companies have moved jobs to China to take advantage of the lower wages. Consequently, Chinese products tend to be cheaper to buy all over the world.

The result has been that Chinese exports to the United States have soared in recent years, while U.S. exports to China have lagged far behind.

What can a U.S. president do about that?

Probably not much. If the United States were to raise trade barriers, China could do the same. If the United States were to forbid U.S.-based companies from shipping jobs to China, that might leave U.S. companies less competitive in the world market.

And if China were to say it is no longer interested in buying U.S. debt, that could make it harder for the U.S. government to borrow the money it needs to operate.

The conclusion: In the tire case above, Obama is correct in his characterization of Romney's position. In the larger case of what to do about U.S.-China relations, both candidates have promised to get tough. But that will hardly be the last word.

President Obama and Mitt Romney both talked tough on trade relations with China during Monday?s debate. But they sparred over how best to get China?s currency more in line with the U.S. dollar.

U.S. officials have complained for years that China was keeping its currency, the renminbi, too low relative to the dollar in order to make Chinese goods less expensive for U.S. consumers. Some in Congress have pushed the Treasury Department to formally declare China a currency manipulator, which would trigger negotiations with Beijing over the issue.

If those talks failed, the U.S. could institute trade sanctions against China. During the 2008 campaign, Obama said he would ?use all diplomatic means? to deal with China?s currency.

But under Obama, the Treasury Department has not formally labeled China a currency manipulator, a designation the United States has not placed on the country since 1994.

Romney on Monday said that, if elected president, he would designate China as a currency manipulator on his first day in office.

?I?ve watched year in and year out as companies have shut down and people have lost their jobs because China has not played by the same rules. In part, by holding down artificially the value of their currency, it holds down the prices of their goods,? Romney said. ?It means our goods aren?t as competitive, and we lose jobs. That?s got to end. They?re making some progress. They need to make more.?

Some leading business groups, including the U.S. Chamber of Commerce and the U.S.-China Business Council, have said they oppose such a designation because of fear it could trigger a trade war and hurt the U.S. economy.

?Both presidential candidates have said they will ?get tough? on China, but evidence has shown that the best way to make progress is through comprehensive engagement and legal actions ? not political rhetoric,? John Frisbie, president of the U.S.-China Business Council said Monday night.

Romney said Monday night that there?s a trade war with China right now, in part because of its artificially low currency.

The Obama administration has opted for less formal pressure, which the president said Monday has been working.

Under pressure from the United States, the value of China?s currency has been rising. In 2005, China began letting the renminbi adjust, but with limits that meant it was not a true floating exchange rate.

The currency rose about 18.7% until mid-2008, when China halted the policy because of declining global demand caused by the Great Recession. In June 2010, China resumed allowing its currency to float, with the same limits.

By May of this year, the currency had risen about 8% against the dollar. At that time, citing the progress, the Treasury Department again declined in its annual report to label China a currency manipulator. But Treasury said it still believed the renminbi was ?significantly undervalued? and that further appreciation against the dollar and other major currencies was warranted.

Obama said Monday night that China?s currency is ?at its most advantageous point? for U.S. exporters since 1993. Last month, Bloomberg reported that China?s currency reached its highest level since 1993.
